Paul Howarth
Managing Director
Pearson VUE EMEA
Mr. Howarth manages the UK business and oversees the operations of
the EMEA region. He has held a number of technical and strategic
positions within Pearson including the Financial Times, Pearson PLC
and Pearson Education. His priorities include delivering operational
excellence to his customers and building new business in the region
by leveraging the infrastructure of the world’s largest CBT program
which is managed by Pearson VUE in the UK. Mr. Howarth holds an MA
from Oxford University and a MBA from London Business School.

Eugene Burke
Director of Design and Innovation
SHL Group Limited
During Mr. Burke’s time at SHL he has worked as a consultant on job
competency modelling, assessment and recruitment systems for a range
of high profile organisations in the public and private sectors, not
least the Fire Service and Police. He has also been involved with
developing leading edge selection methods for pilot and air traffic
controller selection, and systems for
HR human capital audits.
Currently, Mr. Burke’s main areas of interest include
computer-generated talent assessments and the effects of organisational culture on businesses.
Appointed originally as UK R&D director in late 1998, Mr. Burke has
worked extensively on a range of applications from Internet testing,
personality-based models of Emotional Intelligence, learning and
effective team performance, as well as the links between company
brand and company culture.
Mr. Burke is well known in the field of Occupational Psychology – he
is an Associate Fellow of the British Psychological Society (BPS),
Chairs Publications and Communications for the BPS’s Division of
Occupational Psychology and is a Management Board Member of the
Association of Business Psychologists. In addition, he has also been
involved in national and international committees on standards in
psychometric testing, chairing the BPS Steering Committee on Test
Standards for five years. His publications in the area of objective
assessment include contributions to the Journal of Occupational
Psychology and Journal of Managerial Psychology, among others.

Erwin van Schaffelaar
Business Developer
Cito
Erwin van Schaffelaar works as business developer at Cito in the
Netherlands. Before he came to work for Cito he had specialised
himself in process optimisation within the production and process
industry. Now together with Cito’s business development team he is
responsible for the international market where his focus is on
European countries. His main objective is helping countries to
improve the quality of their education by developing a monitoring
system build on their curriculum. He is a big supporter of an
assessment system that tracks pupils’ progress as a tool to help the
schools to enhance their educational level. ‘No child left behind’
is a statement he underpins.
For 2009, organising the first E-ATP conference (Brussels) is number
one on his list. Together with an excellent team, under supervision
of Nikki Pope (conference manager), he will work – for all members
and attendees - towards an unforgettable event.

Cor Sluijter
Director of Vocational, Adult and Higher Education
Cito
Cor Sluijter was educated at a Dutch ‘gymnasium’ (grammar school).
He graduated from the University of Amsterdam in 1985 with an
honours degree in psychology. He was awarded a PhD at the same
university in 1998. In 1986, having held a
research post at the
University of Twente, Mr. Sluijter joined
Cito (Institute for
Educational Measurement) where he held various posts.
From 2003 he has worked as director of the Unit for Beroep, Bedrijf
en Educatie / Hoger onderwijs (career, business and education/
higher education) and is responsible for product portfolios for MBO
(Dutch senior secondary vocational education), HO/HBO (higher
education/ higher professional education) and business.
